The Richfield Township Board of Trustees met for their regular meeting
on January 18, 2007 at 6:00 p.m. with the following in attendance:
Laurie Peters Gilmore, Trustee Chairperson
Dave Wyatt
Shano Cica-Mraz, Trustee
Linda Bowmer, Township Administrator
Laurie Pinney, Zoning Inspector
A motion was made Mr. Wyatt and seconded by Ms. Gilmore to approve
the minutes of December 21, 2006. The motion passed with unanimous
approval.
A motion was made by Ms. Cica-Mraz and seconded by Ms. Gilmore to
approve the minutes of January 4, 2007. The motion passed with majority
approval, with an abstention from Mr. Wyatt.
A motion was made by Mr. Wyatt and seconded by Ms. Gilmore to approve
voucher warrant 1 & warrants 12756 - 12787. The motion passed with
unanimous approval.
The Fiscal report was provided by Ms. Pinney, who gave a summary of
financial activities for 2006.
The Zoning report was provided by Ms. Pinney. The BZA met on January 15
and resolved one case and continued a second. They are scheduled to meet
next on February 19. The Zoning Commission met on January 11 and made a
recommendation for a definition for “enclosed”, following a lengthy
discussion. They will meet next on February 8.
The Park report was provided by Mr. Wyatt. There is very little activity
at Rising Valley Park during the winter months. Chris Eastwood has
cleared some trees in preparation for a soccer field expansion. Since
there has been little snowfall this season, Mr. Wyatt recommends that
the Snowbird festival not be scheduled. A new fee schedule will be
proposed for use of the sports fields, with non-profit groups able to
have use at no charge.
The Road report was provided by Ms. Gilmore. There has only been one
snowfall so far this season and the township is saving on salt, fuel and
overtime expenses. In New Business, the Trustees will be discussing the
replacement for the Road & Bridge levy that expired at the end of 2006.
The Administration report was provided by Ms. Bowmer. Mayor Lyons of the
Village of Richfield reported this afternoon that the Fire and Police
contracts have had their first readings before council with no
objections and Mr. Lyons anticipates they will come back for township
approval with no changes. The Healthy Communities/Healthy Youth
organization has set up a new membership fee schedule, with a $150
yearly membership for businesses. A motion was made by Mr. Wyatt and
seconded by Ms. Cica-Mraz to approve payment of $150 for the township to
continue membership at the business member level. The motion passed with
unanimous approval. The Richfield Chamber of Commerce will hold a
meeting on March 7 with Mr. Wyatt presenting the State of the Township
address. The State of the Village address will be given at the Chamber
meeting on February 7.
In New Business, the replacement for the Road and Bridge levy and
another attempt at passing the Town Hall bond levy, with the possibility
of putting one or both issues on the May ballot, were discussed. Further
discussion of these issues will be put on the agenda for the February 1
meeting.
A motion was made by Mr. Wyatt and seconded by Ms. Gilmore to recess
at 6:52 p.m. and re-open the meeting at 7:00 p.m. with the scheduled
public hearing. The motion passed with unanimous approval.
The continued public hearing to discuss amendment to the zoning
regulations for the C-2 and LI-O districts was opened at 7:05 p.m. Tom
Boutall, representing KF Farms, presented photos of a garden center the
company has in operation in Valley View, pointing out that there is
little buffering and enclosed storage of materials and that there are
several retail and commercial uses existing nearby. The trustees are
planning on discussing the proposed language with legal counsel and will
continue the public hearing until February 15, 7:00 p.m. The regular
trustees meeting will begin at 6:00 p.m. on the 15th and a meeting with
an executive session to discuss the proposed zoning amendments with
legal council will be held on February 13 at 1:00 p.m.
A motion by Mr. Wyatt and seconded by Ms. Gilmore to continue the
public hearing to February 15, 7:00 p.m. and to adjourn was made at 7:40
p.m. The motion passed with unanimous approval.
