The Richfield Township Trustees met for their regular meeting on
September 5, 2007. The meeting was called to order at 7:07 p.m. with the
following in attendance:
David Wyatt, Trustee Chairman
Laurie Peters Gilmore, Trustee
Shano Cica-Mraz, Trustee
Linda Bowmer, Township Administrator
Laurie Pinney, Zoning Inspector
A motion was made by Mr. Wyatt and seconded by Ms. Cica-Mraz to
approve the minutes of August 23, 2007. The motion passed with unanimous
approval.
A motion was made by Ms. Gilmore and seconded by Ms. Cica-Mraz to
approve warrants 7, 8, and 13284 – 13328. The motion passed with
unanimous approval.
Ms. Pinney had no Fiscal report.
The Zoning report was provided by Ms. Pinney. The OPC Cleveland Workshop
is scheduled for November 9, 2007. The office will be closed to allow
the staff to attend. Zoning Board members have been given registration
forms and the Trustees should return their forms if interested in
attending. The Zoning Commission had discussed the use of alternates and
at this time would like the Trustees to continue to appoint at least one
alternate to the five-member board. The Zoning Commission has made
recommendation for rezoning of 22 privately-owned and 49 publicly-owned
parcels and a text amendment for open space ownership and maintenance
regulations that would apply to the R-3 and R-4 zoning districts. The
Zoning Commission public hearing for these amendments will open on
September 27, 6:30 p.m. and the Trustees public hearing will open on
October 4, 7:00 p.m. The Summit County Planning Commission review of the
text amendments will not be completed until October 18, so the public
hearings for the adoption of the text amendments will be continued to
the October 25 Zoning Commission and November 1 Trustees meetings. The
Zoning Commission plans on going to a twice-monthly meeting schedule for
at least the rest of 2007. A motion was made by Ms. Cica-Mraz and
seconded by Mr. Wyatt to approve the new meeting schedule for the
balance of 2007. The motion passed with unanimous approval.
Ms Bowmer presented the administration report. Summit County has locked
in a fixed rate for the month of November 2007of $8.94 for the natural
gas aggregation program. Thereafter the program will go to monthly
variable rates. A motion was made by Ms. Gilmore and seconded by Mr.
Wyatt to declare the current Konica photocopier, purchased in November
2000 at a cost of $7,980, as surplus. The motion passed with unanimous
approval. A motion was made by Mr. Wyatt and seconded by Ms. Mraz to
purchase a Konica C252 color photocopier at a price not to exceed
$10,500. The motion passed with unanimous approval.
During Citizen’s Forum, Richard Fleming, 2780 Columbia Road, asked the
trustees to describe in greater details the changes proposed for the R4
district. Ms. Mraz explained the changes tighten regulations for open
space.
A motion to adjourn was made at 7.55 pm by Mr. Wyatt, seconded by Ms.
Mraz and received unanimous approval.
