2001 ORGANIZATIONAL RESOLUTION
Offered by: Mr. Hooper
WHEREAS, the Board of Trustees of Richfield township may make rules and regulations which are necessary for the government of the Board, the Township, its employees and the use and protection of Township property; and,
WHEREAS, the following rules, regulations, and provisions contained herein this Resolution and any amendments thereto, will apply for the calendar year 2001.
NOW THEREFORE BE IT RESOLVED:
TRUSTEES
Compensat6ion for the Board of Township Trustees shall be based on an annual salary to be paid in equal monthly payments in accordance with Ohio Revised Code 505.24, payable monthly.
The Board of Trustees shall hold two (2) Regular Meetings each month. Said meetings are generally held at 8:00 p.m. in the Township Administration Offices on the second and fourth Mondays for each month.
The separate areas of Trustee responsibility shall be as follows:
Trustee Luther: shall serve as Trustee liaison for the Road Department, OSHA, Solid Waste, Structures and Real Property, and Insurances.
Trustee Hooper: shall serve as Trustee liaison for Fire Departments, Workers Compensation, Public Employees Retirement System, Police Department, Community Development Block Grants, and Richfield Village Liaison.
Trustee Cica-Mraz shall serve as Trustee liaison for the Zoning Department, Summit County Planning Department, Summit County General Health District, MetriCom, and Cuyahoga Valley Communities Council.
Expenses of the Trustees and Clerk while in attendance at the annual convention summer convention or specially called meetings of the State or County Township Associations shall be paid from General Funds of the Township. Receipts are required.
An Office Administrator shall be hired at $15.00 per hour. Hours to be determined.
E.1 A part-time office assistant shall be hired at $10.00 per hour. Hours to be determined.
FirstMerit Bank will serve as public depository during the period of April 21, 2000 to April 20, 2002 inclusive. The Clerk Treasurer shall manage all public funds in accordance with Resolution #23-1996. Investment Policy recorded with the Ohio Auditor of State.
All current employees are at will employees with the exception of police officers. Wage scale effective 12/31/00.
Agent for general liability, property, auto insurance is Wichert Insurance Agency. Agent for employee health, life, vision and dental is Burnham & Flower Insurance Agency.
Expense Reimbursement: In accordance with the Ohio Administrative Code 3309-1-52, the following shall be made record. Mileage rate is set at thirty-three cents ($.33) per mile for travel outside the Township for Township business in personal vehicles for all employees, elected or appointed.
Reimbursement expenses shall include, but not limited to, transportation, parking costs, lodging at single occupancy rate, meals and beverages in reasonable amounts, tips not to exceed fifteen per cent (15%), telephone calls related to Township business and registration fees. Receipts are required.
Final approval for reimbursement shall be at the discretion of the Board of Trustees with the clerk’s attestation of available funds.
TEMPORARY APPROPRIATIONS in the amount of $919,500 are adopted. Schedule is attached.
RENTAL OF TOWNSHIP PROPERTIES
Fellowship Hall rental will require a $200 deposit and $90 per day rent fee per event.
The baseball field will be rented for $100 per event for private concerns. Additional fee of $40 for lights, if required.
Any local Richfield non-profit organization can use Township properties free of charge. A permit must be signed by an officer of the organization and approved by a trustee. No alcohol is permitted on Township properties.

CLERK/TREASURER
Compensation of the Township Clerk/Treasurer shall be in accordance with the schedule by Ohio Revised Code 507.09 payable bi-weekly.
The Clerk/Treasurer is authorized to implement intrafund transfers as revised expenditures demand and that exact details of such transfers be provided to the Board of Trustees at the following Regular Trustees Meeting.
ROADS
A full-time Road/Service Foreman, Jerry Schall, will be compensated at the rate of $15.50 per hour.
Full-time road/service casual laborers: Scott Rauch will be compensated at the rate of $15.00 per hour, and Phil Hrusch will be compensated at the rate of $13.00 per hour.
A temporary part-time road/service casual laborer, Steve Lisowski, will be compensated at the rate of $12.00 per hour.
D. VACATIONS: Year one (1) of full time service is a probation period and no vacation is granted. After one year through five (5) years full time service, one (1) week paid vacation per year. After six (6) years through ten (10) years full time service, two (2) weeks paid vacation. After eleven (11) years through fifteen (15) years full time service, three (3) weeks paid vacation.
Vacation schedules must be submitted to the Office Administrator by April 1. Trustee in charge of roads will have final decision on the awarding of vacation time. Due to the nature of the job, road employees may not schedule extended vacations for more than one day between December 1 and March 31. Variations must be approved by the Board of Trustees. Any unused or unapproved vacation time will be paid, at the regular rate of pay, the first pay period proceeding December 1.
E. SICK LEAVE will accrue at the rate of one day per month worked. Leave can accumulate up to 720 hours by year’s end. Upon regular or disability retirement or death of an employee, one-half of their accumulated sick leave will be paid based on their average hourly wage of the past three years.
COMP TIME will accrue at the rate of 1.5 hours for each hour of actual overtime and must be used up by the last pay period of the year. Any unused comp time will be paid the first pay period proceeding December 1.
HOLIDAY HOURS WORKED will be paid as overtime regardless of hours worked that week. Thereafter, overtime will be paid after forty (40) hours worked. Hours worked do not include time off for sick time, comp time, vacation or holidays.
EMERGENCY CALLS will be paid a two (2) hour minimum.
FRINGE BENEFITS are only paid to full-time employee's.
Uniforms for full time Road Department personnel shall be provided for through a contract with a uniform provider. The use of steel-toed boots is required and will be supplied if needed. Employee must be responsible for care and maintenance. At the discretion of the OSHA liaison, employee may purchase other work clothing in place of work boots not to exceed seventy-five dollars ($75).
The Board of Trustees may contract for the labor and materials necessary for maintaining Township roads and other Township property. Such maintenance shall include, but not be limited to, snow removal, ditching, control of surface and subsurface drainage, repair and resurfacing of road, drives and parking areas.
Road maintenance by County of Summit Engineer: Continuance of contract dated 01/01/72 and amended on the basis of labor and material costs.
PARKS
Rising Valley Park will receive $4,000 for maintenance expenses and up to $25,000 for capital improvements.
The Board of Trustees may contract for the labor and materials necessary for maintaining Township property.
Rising Valley Park Board will meet on the third Tuesday of each month at 6 p.m.
ZONING
A part-time Zoning Inspector, up to 45 hours per pay period, will be compensated at the rate of $15.00 per hour.

POLICE DEPARTMENT
The annual rate and other compensation for members of the Richfield Township Police Department shall be in accordance with the attached 2000 WAGE scale. Increases effective on anniversary date. Any additional interpretation or modification will only be enforceable if in writing and approved by the Police Chief and Board of Trustees.
TRAINING PROGRAMS:
Fitness program will be implemented at a cost not to exceed $4,000 per year. Firearms practice will be implemented at a cost not to exceed $500 per year plus the cost of supplies for each officer. A departmental policy will be adopted to track and compensate the officers for these programs.
The Chief of Police will be compensated at $30,000 per year and $17.00 per hour for any shift work over 30 hours per week. He shall be available on call at all times. The township shall provide uniforms and equipment that shall be used exclusively in performance of his duties as Chief of Police for Richfield Township.
Dispatch Services are contracted with Sagamore Hills Township.

ZONING BOARDS AND COMMISSIONS: COMPENSATIONS AND SCHEDULE
Members of the Zoning Commission and Board of Zoning Appeals shall be paid a per meeting fee for their attendance at each legally constituted hearing or meeting of their respective bodies from the fees collected by the Zoning Inspector for Zoning Permits, Zoning Appeals and Rezoning Hearings. Up to sixty percent (60%) of the fees collected in Account 13-A shall be used to reimburse commission and board members for the time, expenses and inconvenience involved in the rendering of the professional services, distributed as follows: Board members – twenty-five dollars ($25) per meeting. The balance of the fees collected shall remain in the Zoning Department accounts for Zoning Department expenses.
MEETING SCHEDULE: The Zoning Commission shall hold its meetings the first Monday of each month at 6:30 p.m. This schedule is subject to change as zoning matters demand. The Board of Zoning Appeals shall hold its meetings the third Monday of each month at 8:00 p.m. or as applications require.
FIRE & RESCUE SERVICES
Contract with Village of Richfield is for a period beginning March 1, 2000 and continuing to February 28, 2001 for the sum of $223,650.
Contract with Joseph Stopak for the Township Fire Prevention Officer in the amount of $1,248 with contract expiring 12/31/01. He shall attend a Trustee meeting at least once each quarter with a written report.
RUBBISH AND RECYCLING SERVICES
Norton Environmental/Landmark Disposal, Ltd. – three year contract with an additional two year option.
