A RESOLUTION OF THE RICHFIELD TOWNSHIP BOARD OF TRUSTEES TO AUTHORIZE
PARTICIPATION IN THE EXPANSION AND RENOVATION OF RICHFIELD TOWN HALL AND OFFICES
WHEREAS, Richfield Township and the Village of Richfield each own
separate identified portions of the public building housing the Township and
Village offices and other public uses, sometimes referred to as Richfield Town
Hall (“Building”).
WHEREAS, the Village of Richfield intends to expand and renovate its
portion of the Building, which expansion and renovation will affect Richfield
Township’s portion of the Building and temporarily interfere with Richfield
Township’s use and occupancy of the Building.
WHEREAS, the Township’s portion of the Building is in need of renovation
and reallocation of the area to increase office space.
WHEREAS, Richfield Township will achieve cost savings by performing the
necessary renovation simultaneously with the Village’s expansion and renovation
of its portion of the Building.
WHEREAS, more than 50% of the cost of the renovation and expansion of
Richfield Township’s portion of the Building is devoted to renovation and
expansion of Richfield Township’s office space.
WHEREAS, it is in the best interest of Richfield Township to participate
in and benefit from the proposed expansion and renovation of the Building upon
the terms described below.
NOW, THEREFORE, be it resolved, by the Board of Trustees of Richfield
Township, Summit County, Ohio, that, subject to receipt of a supporting legal
opinion, the Township, by and through the Trustees and John P. Slagter, as
special counsel, is authorized to take all necessary actions to participate in
the proposed expansion and renovation of the Building, including participation
in the bidding process and the advertisement for such bidding, all upon terms
approved by a majority of the Township Trustees, which terms will expressly
include, but are not limited to, a monetary contribution in the amount of
$92,640 from Township general fund money (calculated based on 2,316 square feet
of Township area at a cost of $40.00 per square foot) and the Village’s
agreement to provide substitute or replacement facilities for the Township’s
office and public meeting requirements, which will be provided at no cost to the
Township and be located in either the Richfield Police or Fire Department
buildings on Streetsboro Road. The Township will be responsible for utilities
used during its occupancy of the substitute area, but the Village will provide
at its expense, the improvements necessary for the Township’s use and occupancy
of the substitute area, including, but not limited to, installation of electric,
telephone, and computer outlets and connections.
FURTHER, RESOLVED, that any member of the Board of Trustees of Richfield
Township is hereby authorized to execute any and all documents necessary to
