RESOLUTION #07 –2006
Ms Gilmore moved the adoption of the following resolution:
BE IT RESOLVED by the Board of Trustees of Richfield Township that:
SECTION 1: This Board ratifies and confirms the creation of the Richfield
Township Police District, consisting of the entire territory of Richfield
Township.
SECTION 2: This Board finds and determines that:
(a) The amount of taxes that may be raised within the ten-mill limitation will
be insufficient to provide an adequate amount for the necessary requirements of
the Richfield Township Police District.
(b) It is necessary to levy a tax in excess of the ten-mill limitation for the
purpose of providing and maintaining motor vehicles, communications, and other
equipment used directly in the operation of a police district and the payment of
salaries of police personnel or for the payment of costs incurred as a result of
contracts made with other political subdivisions in order to obtain police
protection.
(c) The existing 3.6 mill levy for that purpose is in effect for a continuing
period of time.
(d) This Board proposes replacement of the 3.6 levy with a decrease of .1 mills
for a total of 3.5 mills at the rate at which it is authorized to be levied.
SECTION 3: The question of the replacement of the necessary levy for the purpose
of providing funds for police protection will be submitted to the electors of
the Richfield Township Police District at the election to be held on May 2,
2006.
SECTION 4: The ballot form for such election must be as follows:

A MAJORITY AFFIRMATIVE VOTE IS NECESSARY FOR PASSAGE
A replacement of the 3.6 mills tax with a decrease of .1 for a total of 3.5
mills for the benefit of the Richfield Township Police District for the purpose
of providing and maintaining motor vehicles, communications, and other equipment
used directly in the operation of a police district and the payment of salaries
of police personnel or for the payment of costs incurred as a result of
contracts made with other political subdivisions in order to obtain police
protection at a rate not exceeding 3.5 mills for each one dollar of valuation,
which amounts to 35 cents for each one hundred dollars of valuation, for a
continuing period of time, commencing in 2006, first due in calendar year 2007.

SECTION 5: This Board authorizes and directs the Fiscal Officer to certify a
copy of this Resolution to the Board of Elections of Summit County immediately
after passage for the submission of the ballot question to the electors of the
Richfield Township Police District in accordance with Sections 5705.19(J) and
5705.192, Revised Code.
SECTION 6: All formal actions of the Board concerning and relating to the
adoption of the Resolution were taken at an open meeting of this Board and all
deliberations of the Board and of any of its committee that resulted in such
formal action were in meetings open to the public in compliance with legal
requirements.
SECTION 7: The Resolution shall go into immediate effect upon its passage and no
publication of it is necessary other than the notice of election.
Mr. Wyatt seconded the motion.
